2. Only Quest if the location is needed for the clue (can complete)
- Or when the quest ONLY gives xp in the ONE skill you need for the clue.

END GOAL: 500 easy clues - 400 Medium Clues - 300 Hard Clues - 100 Elite clues - *** Master Clues!
